I am not sure about the privacy implications but it is possible to
open and edit a PDF file with Google Docs. When this file is shared
it allows many people to edit it concurrently, you even can see
when/where people are writing. Instead of directly writing you can
change the edit mode to post suggestions/comments. If you share the
file you can define that only comments can be added. These comments
can also be discussed individually. So this is maybe exactly what
you would like to do. I don't know if there is some other platform
(like owncloud etc.) which has similar functionality.<br>
